Updates:
Actions from last meeting:
1. A letter was sent to the Council re: CCTV
2. A letter was sent requesting Jefferson Park Amphitheatre ADA access issue.
3. Letter was sent Tree amendment in the Seattle Comp Plan
Continuing Issue: FAA ruling on SeaTac Airport Service Expansion (SAMP, Sustainable Airport Master Plan for SeaTac)
1.Last year SeaTac wanted to do a 20% service expansion and said there was no significant impact on local communities.
2.. That assessment will be reviewed by the FAA under the National Environmental Policy Act (NEPA)
2. We collected 7,000 signatures, 1000 from Beacon Hill and had 40 organizational partners. We were represented by Earthjustice. FAA has ruled that there is no impact on Beacon Hill. Earthjustice is going to continue to work on this. The Port has an online webinar on SAMP
Victories - King County 2025 Strategic Climate Action Plan BHC and partners met with committee members about health and resilience and were able to get status as Aviation Impacted Communities and they added communities under the flight paths
This will allow study of the health impacts of aviation.
They adopted the methodology to measure Greenhouse Gas.
Dr. Laura Gibbons, a scientist with 360 Seattle, noted that the greenhouse gas from aviation has a radiative effect, which now changes the measurement of greenhouse gas from 3% to 15%. It is now 16%.
They got a definition of sustainable aircraft fuel to include all the energy taken to produce the fuel. King County airport will be stepping away from small aircraft leaded fuel.
Hoping to get some public health education on greenhouse gas management.
DNR put together a very good report on trees and their importance on mediating greenhouse gas.
Simon reported on the Solidarity Budget
Ask: Should we send a letter with the 3 asks, should we sign on to endorse the budget. Discussion.
Recommend – put together a group to review things to discuss where we want to go.
Community Discussion:
“Should democracy be added to our mission, so it reads Beacon Hill
Council advocates for a “welcoming, diverse, democratic and
healthy community neighborhood”?
(Note: Amending the By-laws require 2/3rd vote by BHC Directors in
an annual or special meeting. Should the Nov 15 be our Annual
Meeting?)
Larry – agree with the values, need to fight and protect for our local institutions
Kalia – agree with adding it in, as did Adam. Simon expressed concerns about it seeming partisan.
Maria: We have enough support to add this as a value. Now we need to gather the components of democracy to provide more guidance.
Announcements, other business
Simon presented some Alternatives for the Judkins Park Station from SDOT. These will be permanent changes to the on ramp and off ramps to improve safety and manage traffic. More information is on the website.
Candidate Forum Oct. 22, also partnering with CIRCC
Mergitu, who works with the Police Accountability Committee reported that Rainier Ave Radio, 4916 Rainier Ave, is having a town hall meeting October 21.

Beacon Hill Board Meeting
7:45 Welcome
1. Adoption of September Minutes. Kalia moved to adopt, Simon seconded, approved unanimous.
2. Treasurer’s Report $6,651.36. Maria reports that of the money allocated for the climate action plan, $8000, we will probably only spend $4400. We may use some of this to do a debriefing on climate action events and celebration at the November meeting. The money is currently with Bethany United Church of Christ, our Fiscal sponsor.
3. Solidarity Budget - Maria will work with Simon on that.
4. Amending the mission in the bylaws to include the word democratic.
Gerry: I move to amend the bylaws to include the word democratic in our bylaws, Kalia seconded. 6 aye, 1 abstention
5. Planning for Nov 15 in-person BHC Community Meeting . Decided to continue at Jefferson Park. We will try to rent from 1:30 to 4:30, 2 to 4 party. Maria will look into it. Kalia will see if Beacon Arts is interested in co-sponsoring, consider pairing with clothing drive.
